Tenants had agreed with property manager that the bond (a substantial sum) could be taken by Harcourts at move-out to cover any outstanding rent. Advised that the type of cleaning could be selected by the tenant, as long as cleanliness the same or similar to state at move-in. This property manager then took leave two weeks before tenant's vacate date. New manager not aware of or disregarded previous transmissions.
