Sloppy haircut in a dirty place. Received a sloppy haircut that was very unprecise. As a former haircutter myself, I was able to observe that the hairdresser (and I use the term loosely) made no sectioning (which is procedural in giving a proper haircut) but cut randomly without following any guidelines. As a result of this haphazard cut one side is much longer than the other and there are a lot of imperfections and unevenness in the cut.
