Absolutely a scam. They will bill you even when they aren't there. Also, they will send 2 guys to do what 1 man can do in a day and then still take 3-4 days. RUN RUN RUN or get a bid upfront cuz honesty isnt their game....but I am sure they will add to their bid anyway
