They had a resident in a wheelchair that was not allowed to be outside on his own escape right out the front door! They did not even know about it until a passerby spotted him about 300 yards away at a stop sign! That person pushed the man back in the front door in his wheelchair! Very slack care here but they sure spend time micromanaging the cigarette smokers!
