I am a 14 year old fisherman in central Florida, fishing in a retention pond in my Subdivision (of which i am a resident) when I notice a large pipe dumping something in the water. Upon closer inspection I notice brown foam and bits of waste in the water along with a foul odor. They blocked the County road along a stretch of 100+ foot road. They have 5+ cars lined up stuck because no one can turn around. I asked the guy if they should have someone at the end of the street controlling traffic and he said no. Claims to work for County. They have 2 other guys chilling in another pickup truck and I asked if they were the supervisor, said "yes" and explained the situation. Then they say "oh no I don't speak English so well".
