Total idiot. Misread "ND" for neurological disorder as "NO" meaning no diagnosis. This was not a simple mistake taking into account that the Army has me on medication for a Neurological Disorder. This led to 9 years of appeals on my veteran disability claim. He is known at the VA as anti veteran.
