Eurodale charges a "consultation fee" for preparing a budget for design and building costs. The budget is preliminary and doesn't reflect the project's final expenses. It's a tool to discuss the project's scope and an opportunity to evaluate the contractor. From my experience, other contractors that I interviewed did not charge an up-front fee. They provided a preliminary budget, answered my questions, and offered suggestions as part of the process to sell themselves.
