The guy is a p.o.s. land Lord. He tells other tenants of his that they can use service paid for by another tenant without their permission! When you have an issue about it, he wants to raise your rent!!!! He expect you to maintain his property because he doesn't "have time to deal with it". Yet gives away your paid services.
