The people who run these mobile home parks care nothing for the people who are stuck living in them. They are charged, unfairly for sewer & water, without separate meters. They have to pay their own trash. The units that they rent out are substandard at best, with leaking roofs, sagging floors & ceilings and the cheapest appliances that they can find.
