Inadequate HOA board. Does not enforce documented governing rules. Example overnight street parking, portable basketball nets, solicitation and trespassing out of control, leaning street signs. Dead plants in common areas, irrigation works spotty. Planted flower pots sitting all around front beds, speeders.
