Our project had a tight budget and while the "accountant" went with the lowest quote I found Eli to be a solid consultant as we worked out the final scope and materials. Eli's quote was bang in the middle of the four and had we not had so many unexpected cost demands in other areas would have had full confidence engaging Eli and his team.
