My sister had surgery with this “surgeon” based on a medical need for blepharoplasty due to sever heavy lids. His surgery was sub par at best. The best reason I can come up with is he was paid by insurance and therefore likely thinking he could do the minimum needed to remove lower lid skin and allow peripheral vision improvement. He left tons of skin on the upper lid folding over the lower creating a puffy heaviness that was visually worse than the original lid.
