I also worked in service industry and can be understanding in most situations, but I found it was very unacceptable for them to put 18% gratuity on a Table of 2 with a check of less than $50 (some restaurants charge the service fee to a big party so that's not the case here). I usually give more than 20% even the service was bad as long as they fixed whatever problem brought up.
