Hired him to install a larger panel with new breakers, new ground rod, ground wire, surge protector and bond block/whole nine yards. His guys came had the power shut off and tore out old panel and then said they didn't have room to install a larger panel. Then they a new same size panel in with double switch breakers to make a little space. They did not put a new ground rod in nor did they install a surge protector and I'm not sure about inspections at this point.
