Not sure where they get there parts but new brake rotors shouldn’t have any surface rust on them. If you were to buy rotors from any online shop they would come looking brand new nice and shiny. Not the case with there rotors. It’s hard even telling if they’re new or just flipped/resurfaced.
They are the bomb!
