I booked a limo last minute over the phone, and NO ONE ever told me that any part of the payment was nonrefundable, or that there was a cancellation fee. I found a cheaper place and tried to cancel literally an HOUR later, and then they told me that the office was closed, but that if I did not respond to their Terms and Conditions email accepting their terms, then it should be fine.
