I contacted to owner to ask for a referral. He has a blog about building pools in Mexico as if he is a person to get to help build a pool in Baja area. He referred me to someone he worked with once. The guy ripped me off and has set me back on my project to the point where I can't move forward with anything. It's better to say no then to refer a bad person.
