There is a company in the US that you can just phone up and describe an invention and since you might not have the workshop or finances to make it happen the company does it for you and shares the proceeds with you case in point the invention of Radar where the public (UK) asked the government to make lessers to shoot Nazi planes and ended up making radar instead. I think such an idea with Darpa can vastly improve the world we live in. I have sent some suggestions you have not replayed.
