I hired David Dillard through his then-company "HistoricProjects of New Orleans" to furnish the material and labor to deconstruct my home that had been damaged in Hurricane Katrina. Under the contract, all applications and negotiations were to be handled by him. After paying him in excess of the contracted amount (as he claimed that expenses had increased), he failed to use those monies to pay his subcontractors.
