Manager gets involved in mobile home sales, even fraudulent sales. And is a bit of a tyrant. Steals mail. Eavesdrops on the phone lines. Lets in riff- raff and gets along better with them than the few honest people living there. Earl is a drunken hot head who says he owns the park. He does not. Its held in trust because he is a drunken hot head with a long history. The utilities in this park are a mess, compliments of Suburban Propane mostly. Parts of the park flood.
