On multiple occasions I have witnessed equipment operators swing heavy equipment into oncoming traffic, causing emergency braking and near collisions. This even occurred with emergency response vehicles. There is no signage used. When they needed to stop traffic in front of me, a man walked out into the highway on his cellphone and held his hand up. He didn't look at me, or have a sign. He could have easily been hit.
