History of the Clinic Retired physicians Dr. George Liles and Dr. David Lockhart founded the Community Free Clinic in 1994 in an effort to meet the needs of the uninsured in Cabarrus County. Since then Clinic has outgrown 3 locations and is presently located at 528 A Lake Concord Road. The Clinic began with the Night Clinic Program two nights a week. No fees are charged for services.
