I lived in KCMO 26 years prior to moving to Independence. Never did we have outages except during typical times such as ice storms. In this Independence neighborhood, we seem to have outages on a regular basis when the weather is not stormy. To make matters worse, the person who takes the calls is sarcastic and unfriendly. Rates rise; service goes down.
