What is going on with this location? How come a man can smoke a cigarette inside and no security is there? I don’t understand why citibank allowed the man to smoke.

I visited this Citibank yesterday to deposit paychecks and withdraw cash. Citibank atm machines offer the option to select my bill denominations. For me, selecting this option has always caused the atm to malfunction regardless of where the machine is. After making my deposit and withdrawing cash from the atm, I went into the main section of the branch to speak with a teller. Inside the bank, I was the only person on line to see a teller.
