This particular location has a policy where if a CV axle boot is leaking or torn that they will not replace the boot, instead they only will replace the ccv axle. If the axle at risk then there are boot replacements kits that are far more cost effective for customers. Be aware that in my opinion this location is taking advantage of the customers when a viable book replacement is an option.
