I pay $170 for my tv to be fix and is still broken he doesn't know how to communicate this place need to be close down

I called the guy before i took my tv to him. Gave him the make model. Told him i had a skinny straight line on the screens right side. And asked "DC o you replace screens". He said yes bring it in,so i did.He sat it outside against the wall beside other early drop offs. Once inside he tells me that will be 20.00. I asked will it go towards the bill he said no its for diagnostic. I thought that was wrong but i went with it. He calls me and tells me i needed a screen. I was like no shiz sherlock.
