Ok I finally found it. The super hot Hemet cops working a scene next door to this told me where it was. I feel safe enough because they are all standing around looking hot, otherwise I'd say don't come here at night. They pointed to it, it's lit up with a small white light, not what you may be expecting, in the middle of a big open parking lot. It's super slow 3.3kw, but at least it's something if you are in a pinch.
It's broken and left unmaimtenced like everything else in this post homeless dropoff junk dirt pile.

Unable to charge due to broken chargers
The charging station is directly across of the “Hemet Community Health Center” and the County of Riverside, Superior Court. Very good location to have your car charged in Hemet during the day time. This place is quiet and safe with ample parking spaces. There are also some tree shade for car to park when charging . Highly recommend
