UPDATE - Client escalation reached out based on original review and I went through the entire process again of meetings, calls, etc with Regional Manager to just be told the same - that this is not covered by warranty (but won't answer what WOULD be). They approached the contractor who blamed the concrete supplier who denied responsibility. They offered to come patch the latest pop-outs rather than come with real solutions.
