As a neighbor of Capri I saw the care workers walking their patients VERY fast down the street. At one time I saw them push a patient along faster. When I asked if they were ok the workers advised they were excersizing. It didnt look right. I asked again and an elderly gentleman stated they were ok. This week I also saw the doors open and lights off in the house during a hot houston day.
