Terrible, terrible standard of care, especially at the primary care level. If you get referred to a specialist, you'll likely get better treatment, but at the primary care level - ie, your GP doctor - the quality of doctors and care you receive is abysmal. If you get a good doc, they'll likely be gone in no time because of the poor level of professionalism at the VA.
