I purchased a property which had an open permit issued to Bueno Roofing Systems. So I contacted them about replacing a roof. The owner, Hugo, promptly sent a representative to offer an estimate. The price was fair and I paid a deposit. A few days later, Hugo said he needed an additional $500 to process the permit.
