Obtain ALL required permits, get rough in inspections and get final inspection by the building department for jobs they contract. This should be considered Contracting 101 in most circles. This would eliminate the need for this homeowner to do the contractors job which includes obtaining the required permits at the homeowners cost, and inconvenience.
