Brookfield is just recently finishing a community in Flagstaff. The Condo Declaration states that the period of declarant control (developer control) ends after 75% of the units are sold. 75% of the units were sold last year but they keep stalling with turning over the HOA. I'm not sure why they insist on delaying common area improvements and turning over the HOA but the residents keep paying our HOA dues and we have no "say" in how the funds are spend.
