I've rented from Phil twice and stayed for years each time because he's the best landlord I've ever had (I'm 47 and I've had A LOT of apartments). In fact, when I moved back to Lawrence, I made sure I could get into another one of his apartments. He takes care of his properties and is quick to help when anything arises, even going above and beyond. Very understanding and kind person and I recommend him to everyone. THE worst property manager ever. Shows up unannounced and walks right in, uses your utilities and says he doesn't and runs up utility costs. Doesn't fix anything on time does it on his own time. I know he knows who i am and who other people are leaving reviews but please i STRONGLY advise you to not rent from Phil Hemphil. This needs to be stopped!!
