Not sure how you rate a plumber. Cost? Well, they weren't inexpensive. I had to have the insides of three toilets replaced as we finally tired of each john's idiosyncratic nature when it came to jiggling handles to get the flappers to close. And yes, it is a simple job for almost anyone to replace the ballcock and flapper; but due to my own physical limitations due to age and operations, not a choice. So I paid $680 parts and labor.
