When my wife went in to get help to recertify her cell phone for lifeline I was with her and witnessed everything I am saying. When she explained she didn't know how to download her documents or how to attach them to her recertification she was told by the gentleman working to pay for a school to teach her how to use the phone or get someone else to help her.
