Sign of the times. I went there today and watched a group of people walk out of Under Armour with thousands of dollars in stolen clothing — in broad daylight, with no one stopping them. Hagerstown has felt increasingly run-down and unsafe lately, and this is what happens when officials in Annapolis and Hagerstown don’t take crime seriously.
