Is there any sign of not returning exact changes if the store has penny shortage? I paid $6.11 and should get $.89 in return, the cashier just returned $.85 and short of $.04 cents. I asked and the answer just no coins to return. Wow! If there is the case, the store should keep extra money from customers! Anyone knows is this legal?
