They have a legal aid contract, send housing cases to a paralegals, who don't even make an accurate record of the claim, let alone having the relevant legal expertise. No specific adviser is allocated to a claim (as another review accurately states) and then they try to farm the claim off onto a local solicitors firm with a legal aid contract, stating that it needs judicial review- when no decision has been issued to review.
