Opened accounts online and got confused, not much user friendly. However. each time when I make a phone call to the customer service, the representatives are friendly and very helpful. With low management fees, good diversification of the fund choices and tax advantages, I would give it 4 stars, and certainly will recommend to the Virginia residents.

I transferred my kid's 529 from Vanguard when we moved to Virginia. I did not have a problem transferring my accounts and I just did a large qualified withdrawal and had no issues. I have been able to do everything through the website. I have not had to call for help, so no comment on quality of customer service over the phone.

I called to ask questions about my son's 529 Plan, super unhelpful. The girl on the phone seemed like she had better things to do than walk me through re-setting my password. She then wasn't able to answer any questions about changing from a pre-paid plan to a 529 invest. I'm not even sure if I could just move this over to a Vanguard or Fidelity account as no one will answer questions.
