The several times I've been there, they have been very friendly. I cannot remember what they charged but it was reasonable fee. I only needed my photo I.D. and they take a picture of you every time. There is no limit on the amount of the check that they cash but if it's your first time there, the process can be longer in contacting the place/person that issued the check and get an approval.
