Driving in light snow conditions along a well cleared highway 1, one of their drivers was driving 70km/hr. Any attempt to pass him was met with the driver pulling into the middle of the highway so he was impassable. After 30km of trying to pass him; we finally got around. Open roads safe to travel speed limit. Watching behind us we watched the driver repeatedly cross center lane appearing to intentionally prevent others from passing him.
