Inexperienced workers here. A local bike shop is meant to be able to offer parts and services along with bikes, and there is an expectation of knowledge and skill. I came because my two inner tubes where not holding air up to 100PSI, They only held to 60. I was not sure if my pump was the issue, so I asked them to check the tubes. They told me "they are fine" then charged me 16 for "labor". No bike shop I have went to has ever charged me to check if some tubes are good until now.
