Stanley K. Tanger developed the vision of factory outlet shopping centers banking on the consumer's love of a bargain and the manufacturers' need to dispose of overstock. In 1981, he began construction on the Burlington Manufacturer's Outlet Center in Burlington, N.C. This was a center with brand-name factory outlet stores.
