You try to contact the court—the state's most important institution—but unfortunately, you cannot reach a human being. Even though you are told to call, you find yourself facing a machine instead of a person; and machines, sadly, do not understand, making it impossible not to lose your temper. Nothing changes, either. No one takes any action whatsoever. Everyone is just looking out for their own comfort.

Seattle courts are so embarrassingly underfunded that as a policy they actively discouraged any participation. If they don't fund to the courts, then they can make sure that only rich people can afford to defend themselves from capricious law enforcement. Underfunding the courts both saves money, and increases revenue, because nobody has 30 hours to defend themselves against a $100 parking ticket.
