I called the office this morning and the paralegal or secretary answered and I explained my aunt's case was returned from the NVC to the USICS due to a problem with her marriage certificate after all the other documents were accepted. She said she had never heard of that happening before and that it sounded like a complicated case and that she didn't think Roxana would be willing to take on the case.
