Watched a driver 8586-5P cut people off in order to get into the passing lane, once he was cleared to move back over into the right lane, he never did, leaving all the cars he cut off - using the right lane as a passing lane. When these cars including myself tried to pass, he sped up surpassing the speed limit by 30km.
