Excellent Service When my wife and I first moved to Dubuque we searched for a new bank. At first we were worried that a smaller bank wouldn't offer as many services as a national bank. We were wrong. Premier offers free checking, online banking and the biggest thing that they offer is the fact that there is no surcharge for ATMs. They reimburse the ATM fees after you use them. You could be anywhere debit cards are accepted. They have three locations in town so they are always convenient to get to.
