We had a car loan with PNC and transferred it to Pen Federal for a much lower interest rate. We saved 1500 bucks so had to do it. They were very accommodating and handled it promptly giving us the paperwork we needed.\ Good parking and access. It wasn't busy, but I don't expect it gets too wild. Very clean and welcoming building. I give it a 4 instead of 5 because of the price difference. And much of that was due to fluxuations in the market. They could have lowered it as well, but not as much.
