We adopted a child and were told that ICPC takes 5 to 10 business days to go through. It took us 15 business days to file with Hal. He charged 6.5k to file icpc. Which is about 2-4k with other firms. his firm asked for multiple copies of the same information and told us they had filed. Hal also said that the state is very slow in filing. He lied because come to find out that the state was quick but the icpc hal filed was late and also incomplete prolonging the process.
